Open Question: since there have been so many foreclosures since the Bush era..why don`t banks lower the payments?

Open Question: since there have been so many foreclosures since the Bush era..why don`t banks lower the payments?
so people can keep their homes? and why when there is a foreclosure that the newspaper puts it in by the want ad section? for all the public to read? aren`t we embarassed enough that we are losing our homes that we need to humiliate people in the news too?
